Software Solutions for Government Contractors
Very few business enterprises operate with the level of oversight associated with Government Contracting. From auditors (DCAA) to earned value surveillance monitors (DCMA), from Inspectors General (IG’s) to the General Accounting Office (GAO), from the Board of Directors to the investors, everyone wants to tell Government contractors what to do, how to do it and, of course, how they could be doing it better.
On top of that, the typical margin for a Government contractor is not much better than that of a grocery store. After taking into account unallowable costs (those that are a necessary part of doing business, but which cannot be billed to the Government) and taxes, a Government contractor is lucky to have a net profit of two or three percent. When a contractor spends a dollar, the expectation is that the billing to the Government will be a dollar and two or three cents. Like a grocery store, success (and even survival) is often dependent on how many times a year that expenditure/billing cycle can be repeated.
The Deltek ERP products are designed from the foundation up to account for costs, revenues and profits by project. And do it right down to the penny. They do it accurately, they do it timely, and they do it in an automated fashion that makes operating on such razor thin margins possible. In the process, the Deltek ERP products make the transactions, audit trails, trends and processes visible to all the stakeholders, inside the enterprise and outside, from Management to the Federal Agency customers.
Most recently, the Federal Government, in an effort to finally get some control over runaway procurement programs, has mandated a very rigorous Earned Value Management (EVM) discipline for cost control and reporting. The mandate will almost certainly improve cost and schedule visibility on major programs, particularly within DOD, but it will also create demand for EVM, planning, scheduling and budgeting software tools. With the acquisition of Welcom, Deltek is uniquely positioned to meet that demand with world class solutions across the entire Portfolio Management and Risk Management spectrum.
At the entry level, the Federal Contractor’s issues are somewhat different. Most small contractors have little expertise in dealing with the audit agencies, the rigorous regulations on cost accounting, allocations and billing and the labor accounting and timekeeping rules imposed on even the smallest companies. The Deltek ERP product for the entry level, GCS Premier, provides a framework tailor-made for the small Federal contractor while remaining flexible enough to accommodate growth.
